Please note this phenomenon is caused by outboard structure design that we can’t solve at present. It is normal if you find it needs 11~15 times (sometimes more than 15 times) to start the engine. We would like to clarify the principle to you as below: When you start the new outboards, there is no fuel in the fuel pump, carburetor and fuel manifold. So the fuel pump, carburetor and fuel manifold must be filled with fuel.(Please note: the position of carburetor is higher than that of fuel pump, we have to pump the fuel from the fuel pump to the carburetor bit by bit by pulling the starter rope. You can refer to the following pictures). 
You could manual pump fuel by using the external fuel tank instead of the internal one to solve this problem.
